Azul Proposals: Global Plastics Treaty – Article 11 and Article 12

While negotiations drift toward ambiguity and incrementalism, Azul dares to imagine a different story: one grounded in clarity, justice, and the lived realities of those most harmed by plastic pollution. In this vision:

• plastic production is scaled back boldly, not cautiously managed;
• a dedicated fund uplifts Indigenous Peoples, waste pickers, and underserved communities, not as an afterthought, but as architects of change;
• technical and financial support should not reinforce systems of exclusion, but rather empower local knowledge and resilience.

These proposals are the compass we hold up as negotiations enter another round this August. We call on world leaders to seek bold commitments over vague promises and enforceable justice over voluntary gestures. For the future of our communities and the world, we need a treaty that reflects people.
